Francisco Cotera
Francisco, a Peruvian national, brings over 20 years of experience in development projects, primarily with the United Nations. His expertise lies in humanitarian response, emergency management, technical support, project coordination, and capacity building in complex crisis settings.
He played a pivotal role in Peru's earthquake emergency response in 2007 and has since been a member of United Nations humanitarian response teams addressing crises in Peru. As a trained member of UNFPA’s International Surge Roster, Francisco has been deployed to various critical settings, including the Dominican Republic after Haiti’s 2010 earthquake and Ecuador following the 2016 earthquake. His focus during these missions has been on addressing gender-based violence (GBV), distributing protection and reproductive health kits, and enhancing the capacity of health professionals and service providers. Francisco has managed the entire project cycle, from proposal development to implementation, closure, and evaluation.
With a diverse skill set that includes strategic planning, stakeholder engagement, and cross-sector collaboration with governments, civil society, and international donors, Francisco is well-equipped to navigate the challenges of humanitarian work. He holds certifications in Effective Project Management and Development Evaluation and has completed specialized training in emergency preparedness and response. His combination of technical expertise and cultural sensitivity ensures impactful outcomes in humanitarian contexts.
